Lobbyist
A lobbyist is an individual employed or retained by a principal, with or without payment, who promotes, opposes, or alters the passing of any ordinance, resolution, action, or decision made by a council member, as well as any decision, action, or recommendation made by the Town Manager, a board or committee, or any Town personnel.
In this definition, all decisions, actions, or recommendations that are expected to be heard or reviewed by the Town Council, a board or committee, are included. Additionally, the term “lobbyist” encompasses not only the principal but also any employee who engages in lobbying activities on behalf of the organization.
